Public Access to Meetings

The Corporation shall decide whether a person should be allowed to attend any of its meetings where that person is not a member or the Governance Director.

Members of the public or the press are not allowed to attend Corporation or committee meetings as observers, (unless invited to do so), apart from any public meetings that the College may hold.

Where a member of the public or press is given observer status at a public meeting of the Governing Board, the Chair will stress that certain items of business may be regarded as confidential. In such cases the person will be required to withdraw from the meeting.

Unless specifically invited to do so, members of the public and the press do not have speaking rights at any time during a meeting of the Corporation.

If there is any form of disruption by observers, the Chair has the authority to suspend the meeting. When it is possible to reconvene the meeting, the Corporation will consider the withdrawal of the invitation to the members of the public and/or press to attend the meeting. The decision of the Corporation in such matters is final.

Requests to attend a meeting of the Corporation or one of its Standing Committees should be made in writing to the Governance Director:

Minutes of Corporation Meetings

The Governance Director shall ensure that a copy of:

  1. the agenda and approved minutes for every meeting of the Corporation;
  2. the draft minutes of every such meeting, if they have been approved by the Chair of the meeting; shall be made available during normal office hours at the College to any person wishing to inspect them.

The following may be excluded from the open minutes:

  1. a named person employed at or proposed to be employed at the College;
  2. a named student at, or candidate for admission to, the College;
  3. the Governance Director; or
  4. any matter which, by reason of its nature, the Corporation is satisfied should be dealt with on a confidential basis.

The Governance shall ensure that a copy of the open minutes of every meeting of the Corporation, shall be placed on the College’s website, and shall, despite any rules the Corporation may make regarding the archiving of such material, remain on its website for a minimum period of 12 months.

The Corporation shall review annually all material excluded from inspection under paragraph and make any such material available for inspection where it is satisfied that the reason for dealing with the matter on a confidential basis no longer applies, or where it considers that the public interest in disclosure outweighs that reason.
